Who permits a roof, which climate zone applies and how old the housing is all change from county to county, so each county below links to the pages with its local rules.

Santa Barbara County

NEMA’s Santa Barbara office is at 7 W Figueroa St in Santa Barbara, and we work across the south coast: Goleta, Carpinteria and Montecito. Goleta and Carpinteria run their own building departments. In unincorporated areas the County’s Building and Safety Division exempts from permits only roof repairs under 100 square feet in a 12-month period and approved roof coatings, and in Montecito the Fire Protection District requires every new or replacement roof to be Class A, with a full reroof once more than 10% of the roof area is replaced.

Ventura County

Each Ventura County city issues its own permits, and the County’s Resource Management Agency covers the unincorporated areas, where the list of work exempt from permits has no roofing item. Los Angeles County

In the City of Los Angeles the Los Angeles Department of Building and Safety permits reroofs; in unincorporated areas and contract cities such as Westlake Village, Los Angeles County Public Works does. The two have different reroof rules, set out on our Los Angeles roofing page; the neighborhood pages cover Woodland Hills, Tarzana and Encino.

San Bernardino County

San Bernardino County runs from the valley cities to the high desert and the mountains, and a roof has to suit each: our San Bernardino County roofing page compares the three regions’ weather, climate zones and fire zones. In the unincorporated county, San Bernardino County Land Use Services lists re-roofing among the work that requires a building permit.

Riverside County

In unincorporated Riverside County, the County’s Building and Safety Department issues a re-roof permit for installing, replacing, altering or repairing a roof covering. Its permit form sets out the rules plainly:

  • No permit is needed for a job covering less than 25% of the roof, up to 100 square feet, that does not replace sheathing or roof members.
  • A roof deck inspection is required when new sheathing is applied or the old roofing is stripped to the sheathing; otherwise a final inspection is requested when the work is complete.
  • In high fire areas a reroof needs at least a Class A rated roofing material, and an S-type tile roof needs a 72-pound mineral-surface cap sheet, with its own inspection.
  • A permit cannot be handled by mail when heavy tile will replace a lightweight roof covering, when the roof truss system is altered, or for built-up roofs; those go in person with roof framing plans.
