A roof is a system, and every layer has a job:

  • Roof deck: the sheathing the whole roof is fastened to.
  • Underlayment: the waterproof layer beneath the covering, which does most of the work on tile roofs.
  • Flashing: metal at valleys, walls, chimneys, skylights and vents, where most leaks start.
  • Ventilation: intake and exhaust that keep the attic from overheating and trapping moisture.
  • The covering: shingle, tile, metal or membrane.
  • Edges and drainage: drip edge, gutters, and on low-slope roofs, drains and scuppers.

Rules for a roof on a new building

New construction brings in rules that a simple repair does not:

  • Wildfire code. California’s wildland-urban interface rules (Chapter 7A of the California Building Code) apply to new buildings in High and Very High Fire Hazard Severity Zones in local responsibility areas, and to roofing throughout the State Responsibility Area. In those zones the roof assembly must be Class A.
  • Energy code for new houses. Under the 2025 Energy Code, a sloped roof on a new single-family house needs a cool-rated product (aged solar reflectance 0.20, thermal emittance 0.75, or SRI 16) in climate zones 10 to 15, and a low-slope roof on a new house needs an aged solar reflectance of 0.63 and a thermal emittance of 0.75 (or SRI 75) in zones 13 and 15. Riverside and San Bernardino are in zone 10, so the sloped-roof rule applies there; Santa Barbara, Goleta, Ventura and Oxnard (zone 6) and Ojai, Westlake Village and Woodland Hills (zone 9) are outside it for new houses, though the re-roof rules differ, as our cool roofing page explains.
  • Minimum slope. Each covering has a minimum slope in the California Building Code (2025 edition, section 1507): asphalt shingles 2 inches per foot, clay and concrete tile 2 1/2 inches, standing-seam metal and membranes 1/4 inch. The design has to match the material, not the other way round.
