For a reroof, yes, and often for a repair too. The City of Oxnard’s Building and Engineering Division, part of the Development Services Department, lists a re-roof permit as required for repairs over 40 square feet, and for any repair that extends past the roof covering (asphalt shingles, clay or concrete tile, or approved metal roofing) into the underlayment or the structural elements, whatever its size.
That second condition catches more jobs than people expect. A leak rarely stops at the shingle: when the water has soaked the underlayment or the deck, the fix reaches them, and the permit applies even if the patch is small. A quote for an Oxnard repair should say whether the work goes below the covering, so you know up front whether a permit is part of the job.
Part of Oxnard lies in the California Coastal Zone. The city adopted its Local Coastal Program in 1982, the Coastal Commission certified it in 1985, and work on an update began in 2024. Because the program is certified, the city, not the Commission, handles most coastal development permits in Oxnard’s Coastal Zone.
For roofing, the Coastal Act exempts repair and maintenance that does not enlarge or expand a structure, and improvements to existing single-family homes except the classes the Commission lists by regulation. A like-for-like reroof of a beach house fits that description; raising the roofline, adding a roof deck or adding roof area is a different project that needs checking with the city first.
Oxnard has no State Responsibility Area land and no Very High Fire Hazard Severity Zone inside its city limits. The updated local map recommended for Ventura County on March 10, 2025 shows High and Moderate patches, and sampling that map across the city puts about 5% of Oxnard’s land in them: about 4% High and 1% Moderate.
Inside the High patches, the state Wildland-Urban Interface Code, in force since January 1, 2026, requires a Class A covering when the roof is replaced, or 50% or more of it within 12 months. For the rest of the city, the state Health and Safety Code rule for areas outside the zones sets at least a Class C fire-retardant covering when more than half of the roof is replaced within a year. The requirement depends on the address.
Oxnard has 56,455 housing units, and they span every era: 22,039 were built between 1960 and 1979, 12,869 in 2000 or later, and 1,228 in 1939 or earlier (Census ACS 2024 5-year; median year built 1977). A roof on a 1960s or 1970s house may already be a second or third layer, so its replacement usually starts with a full tear-off to the deck; a 2000s house is likely still on its original roof, where the question is whether the first covering has reached the end of its life.
The mix of homes matters as well. Just over half of Oxnard’s units, 54.2%, are detached houses; 22.6% are in buildings of five or more units, where an association or owner manages the roof; and 2,828 units, 5%, are mobile homes, whose roofs are built differently from site-built houses.
