The County’s cool roof ordinance, with technical requirements in effect since May 6, 2019, exempts roof repairs, replacement of 50% or less of the roof area, building-integrated solar and roofs weighing at least 25 pounds per square foot.
Los Angeles County spans five California energy code climate zones. Of the county ZIP codes on the California Energy Commission’s list, 79 are in Climate Zone 6, 87 in Zone 8, 309 in Zone 9, 17 in Zone 14 and 7 in Zone 16. The state’s cool-roof rule for a pitched house roof, triggered when more than half of the roof is replaced, applies in Zones 8, 9 and 14 (an aged solar reflectance of at least 0.20 and a thermal emittance of at least 0.75, or a Solar Reflectance Index of 16, unless an insulation or heavy-roof exception applies); it does not apply in Zones 6 and 16. For flat and low-slope roofs the state values are higher and apply in Zones 6, 8, 9 and 14. The 2025 energy code, in force since January 1, 2026, kept these values. CAL FIRE and the State Fire Marshal issued the updated Fire Hazard Severity Zone maps for local responsibility areas in Los Angeles County on March 24, 2025, in three classes: Moderate, High and Very High. Local agencies had 120 days to adopt them by ordinance and could add to or raise the hazard level, never lower it. The City of Los Angeles also keeps its own Very High zone map.
In a High or Very High zone, or any zone on the State Responsibility Area map, the state Wildland-Urban Interface Code, in force since January 1, 2026, requires a Class A covering whenever a roof is replaced, or 50% or more of it within 12 months. State law (Health and Safety Code section 13132.7) also requires the installer to give you the manufacturer’s certification of the covering’s fire class. The zones reach into Valley neighborhoods: by our sample of the state maps, about 55% of the land in ZIP 91364 in Woodland Hills and about 46% in 91356 in Tarzana is Very High.
Los Angeles County has 3,650,466 housing units, and 70.3% of them were built before 1980, the highest share of the five counties we serve; the county’s median year built is 1965, and 522,483 units date from 1939 or earlier (Census ACS 2024 5-year). An old house often hides old problems under the roof: spaced board decking under former wood shakes, several layers of old roofing, or framing that was never designed for a heavy tile roof.
