The NOAA weather station at Pierce College in Woodland Hills is one of the hottest long-record stations in the Los Angeles area: its 1991-2020 normals show an August average high of 97.4°F, about 115 days a year at 90°F or above and about 35 days at 100°F or above. Almost all of the rain comes in winter: January and February together average more than 8 inches at Pierce College, while June through September add less than a quarter inch. The 100-degree days cluster from July through September, about 29 of them a year at Pierce College.
That is why Woodland Hills roofs tend to fail in two steps. Inside the zone, LADBS requires a Class A roof covering on a reroof, and the state Wildland-Urban Interface Code, in force since January 1, 2026, requires a Class A covering whenever the roof is replaced, or 50% or more of it is replaced within 12 months. Clay or concrete tile and metal on a noncombustible deck count as Class A without separate testing. State law also requires the installer to hand you the manufacturer’s certification of the roof covering’s fire class.
With 41.3% of Woodland Hills housing units in buildings of five or more units, many owners do not control their own roof. In a condominium the roof is usually common property managed by the homeowners association, so the association hires the roofer and a leak inside a unit is reported to it first. Inside a Very High Fire Hazard Severity Zone, state law bars an association from requiring a roof that breaks the fire-rating rules and requires it to allow at least one compliant fire-retardant roof covering.
