Inside Goleta city limits, building permits and inspections come from the City of Goleta’s Building and Safety Division, part of the Planning and Environmental Review department, not from Santa Barbara County. Addresses just outside the city line, in unincorporated Santa Barbara County, go through the County’s Building and Safety Division instead.
Goleta is not one fire zone. When the city boundary is laid over the state’s maps, Moderate, High and Very High Fire Hazard Severity Zones all fall inside it, on both the State Responsibility Area map (in effect since April 1, 2024) and the updated local responsibility area map recommended for Santa Barbara County on March 10, 2025. Sampling the state maps across the city boundary puts about 27% of Goleta’s land in a mapped zone: about 8.5% Very High, 4% High and 14% Moderate. The other 73% is outside any mapped zone, so two Goleta houses a few streets apart can face different roof rules.
In a High or Very High zone, or any zone on the State Responsibility Area map, the state Wildland-Urban Interface Code, in force since January 1, 2026, requires a Class A fire-rated covering whenever the roof is replaced, or 50% or more of it is replaced within 12 months. Tile and metal over a noncombustible deck count as Class A; state law also requires the installer to give you the manufacturer’s fire-class certification.
The Santa Barbara Municipal Airport weather station, about 2 km from central Goleta, averages an August high of 74.5°F, about 3 days a year at 90°F or above and 17.3 inches of rain a year (NOAA 1991-2020 normals). About 13.7 of those inches fall from December through March, so that is when a worn roof shows its leaks. Heat is a small part of roof wear here; age, winter storms and neglected flashing, gutters and valleys tend to cause the leaks.
Goleta is in energy code Climate Zone 6, where the state’s cool-roof rule does not apply to a pitched residential roof, so the shingle or tile color is the owner’s choice. A flat or low-slope section that is more than half replaced must meet cool-roof values (see our flat roof repair page).
Most of Goleta was built in two decades: 7,255 of the city’s 12,939 housing units date from 1960 to 1979, and the median year built is 1973 (Census ACS 2024 5-year). A house of that age may be on its second or third roof, so a replacement usually means a full tear-off to the deck, the only way to see and replace soft sheathing. The newer part of the stock is smaller: 2,544 units, about one in five, were built in 2000 or later.
Goleta’s housing mix changes who makes the decision. Only 44.2% of units are single-family detached houses, 31.4% are in buildings of five or more units, where an association or owner usually manages the roof, and 6.4%, or 826 units, are mobile homes, whose roofs are built differently from site-built houses. Part of Goleta lies in the California Coastal Zone, and the city’s Local Coastal Program is still being prepared for Coastal Commission certification. The Coastal Act exempts repair and maintenance that does not enlarge a structure, so a like-for-like reroof is a different matter from raising the roofline or adding roof area, which should be checked with the city first.
