A leak fix that stays small is a repair; a patch that grows past a tenth of the roof, for example after storm damage on one slope, becomes a whole-roof replacement under the Fire District standard. An inspection that measures the damaged area before work starts avoids that surprise.

Its bylaws list the work that is exempt from review (interior alterations, decks, pools and spas, fences and walls up to 6 feet, and other changes the Director of Planning and Development finds minor), and reroofing is not on that list. The Fire District’s Class A standard, however, applies to every new or replacement roof in the district, whichever zone the house is in.

Santa Barbara County’s building permit exemptions cover roof repairs of less than 100 square feet in a 12-month period and the application of an approved roof coating, with fire-resistant materials required in high fire hazard areas; County staff also advise confirming that no zoning permit is needed. The Fire District’s 10% rule still applies to how much of the roof is replaced.
