Does the energy code apply to a coating in Santa Barbara?

Santa Barbara, Goleta, Montecito and Carpinteria are in California building climate zone 6. When more than half of a home’s low-slope roof is replaced there, the 2025 energy code requires an aged solar reflectance of at least 0.63 and a thermal emittance of at least 0.75 (or an equivalent solar reflectance index), unless an insulation trade-off is used. A rated white coating system is one way to meet those values on a low-slope roof. Sloped roofs in zone 6 are not under the steep-slope cool-roof rule.

Do you need a permit to coat a roof?

It depends on where you live. Santa Barbara County’s Building and Safety Division exempts the application of an approved roof coating to an existing roof from a building permit (fire-resistant materials are required in high fire hazard areas), and the City of Carpinteria exempts simple weatherproof coating patches under 40 square feet. Larger work that reaches the roof covering, underlayment or structure needs a permit. Check with your city or the county before a full-roof coating.

  1. Preparation. Wash off salt, dirt and chalking; the coating bonds to whatever is on the surface.
  2. Repairs first. Reseal seams, repair flashing and fix blisters before coating; a coating bridges hairline defects, not open ones.
  3. Primer where needed. Some roof surfaces need a primer for the coating to stick.
  4. Thickness. Apply at the manufacturer’s specified coverage rate; thin spots wear through first.
  5. Drainage. Keep drains and scuppers clear so water does not sit on the coating.
  6. Upkeep. Rinse the surface during regular maintenance and recoat before it wears through.
