A coating is usually the lightest job, but only on a roof that is still watertight underneath: coating over wet insulation traps the moisture. That is why a good estimate starts with an inspection of the existing layers, not with the product.
When does the energy code apply to a flat roof in Santa Barbara?
All of the Santa Barbara south coast, from Goleta through Montecito to Carpinteria, lies in energy code climate zone 6. The rules for low-slope roofs there, under the 2025 code that took effect on January 1, 2026:
- Homes: when more than 50 percent of a low-slope roof is replaced, the new surface has to score 0.63 or higher for three-year aged solar reflectance and 0.75 or higher for thermal emittance; an SRI of 75 or more is accepted instead. The rule counts adding a new surface layer on top of the existing roof, so a recoat of more than half the roof can fall under it as well; confirm with the building department.
- The insulation trade-off: a home can use a less reflective surface if it adds continuous insulation to the level the code’s table sets. This turns into a real pricing choice: a bright white membrane or coating, or a darker surface plus insulation.
- Commercial buildings (nonresidential, including hotels and motels): the same reflectance values apply in every climate zone when more than half of the roof, or more than 2,000 square feet, is replaced, recovered or recoated (whichever is less). The replaced area must also be insulated to the code’s level, with exceptions such as a recover that adds R-10 above the deck, or cases where rooftop equipment cannot be lifted.
- Exempt areas: roof area under building-integrated solar panels, and heavy roof constructions of at least 25 pounds per square foot.
Only aged values listed in the Cool Roof Rating Council directory count, so ask for the product’s listing before comparing prices.
Santa Barbara details that change a flat roof price
- Drainage. Water that ponds after rain leaves dirt that dulls a reflective surface and wears the membrane. Correcting it with tapered insulation or crickets costs more now and less later.
- Parapets and scuppers. Walls around the roof edge need their own flashing and coping, and every scupper and drain must be detailed.
- Rooftop equipment. Air handlers and vents sit on curbs; adding insulation can mean raising them so flashings keep the height the manufacturer requires.
- Solar. Panels that stay in place must be worked around; panels that come off and go back on add labor. Planning mounts during the reroof avoids new holes later.
- Salt air. Close to the ocean, edge metal, fasteners and drain parts should resist corrosion.
- Phasing. Larger or multifamily roofs can be done in phases, but each phase has to be weathertight before the next begins.
- Permits. In unincorporated Santa Barbara County, including Montecito, applying an approved roof coating to an existing roof is exempt from a building permit, though the coating must be fire-resistant in high fire hazard areas; a new membrane over more than a small repair area does. What does a cool flat roof cost over its life?
The installed price is only part of the cost. A coated roof needs a recoat when the coating wears thin, and the U.S. EPA notes that low-slope cool roofs in particular may need periodic cleaning to keep their reflectance. Membranes need seams, flashings and drains checked. When comparing paths, ask each contractor what the roof will need, and when, over the years after installation, not just on day one.

- It reports what the inspection found: number of layers and any wet areas.
