Does Santa Barbara require a cool roof?
Only on some roofs. Santa Barbara ZIP codes such as 93101, 93103, 93105, 93109, 93110 and 93111, along with Goleta, Montecito and Carpinteria, share California climate zone 6. What the current energy code (the 2025 edition, effective January 1, 2026) asks of a reroof there:
- Pitched roofs on homes: no cool roof requirement in zone 6. The cool product is optional, and you pay only for the one you choose.
- Low-slope roofs on homes, when more than half the roof is replaced: the new surface must keep 0.63 or more of the sunlight reflected after three years of weathering and emit 0.75 or more of its heat (an SRI of 75 is the alternative), unless extra insulation is used as a trade-off. - Commercial low-slope roofs: the same values apply in every climate zone when more than half the roof, or more than 2,000 square feet, is replaced (whichever is less).
With only a few days a year above 90°F at the downtown weather station (NOAA 1991 to 2020 normals), the energy payback on a pitched Santa Barbara roof is likely modest. The stronger reasons to choose one here are hot upstairs rooms, rooms under flat sections and air-conditioning ducts in the attic.
How the permit path affects time and cost
- City of Santa Barbara, same color, material and type: a reroof on a one- or two-family home qualifies for an OnDemand permit, issued instantly with no plan review when applied for online by a licensed contractor.
- City of Santa Barbara, new material, color or type: the reroof moves to an Express (over-the-counter) permit, which the city issues within five business days of accepting it for review, longer when workloads are high. Switching to a different, lighter cool color is a color change.
- Montecito: the Montecito Board of Architectural Review considers roof colors and materials, and reroofing is not on its exemption list. The Montecito Fire Protection District requires the whole roof to be replaced with Class A roofing when more than 10 percent of it is replaced.
- Very High Fire Hazard Severity Zones: state law requires a Class A roof covering when more than half of the roof is replaced within a year. Check your address on the state fire hazard map before choosing a product.
How is a cool roof installed?
- Inspection and measurements, including the attic, ventilation and any flat sections.
- Product and color selection, with the rated values from the Cool Roof Rating Council directory for each choice.
- Permit on the path that fits the job.
- Tear-off in sections. Sequencing is designed to keep the home dry at every stage: tear-off areas are limited, underlayments are secured the same day, and welds or coatings are timed for proper curing.
- Deck repair, then underlayment, flashings and ventilation.
- The cool surface, installed to the manufacturer’s instructions.
- Final inspection, with the product labels and data kept for the permit record and any future sale.
On mornings when the marine layer leaves the roof damp, adhesives, welds and coatings wait until the surface is dry.
