Commercial roofing services for businesses cover the whole life of a roof: inspections with written reports, scheduled maintenance, leak response and repairs, restoration coatings, and full recover or replacement projects, including the permits and energy-code paperwork each one needs. A commercial roofing company near you should offer all of them. Being local matters because the rules change from one city to the next and because a leak over a showroom or office cannot wait. What a commercial roofing company does, and what you should get from each service
| Service | When a business needs it | What you should receive |
|---|---|---|
| Inspection | Twice a year, after major storms, before buying or leasing a building | A written report with photos, a roof plan marking problems, and repairs ranked by urgency |
| Moisture survey | Before deciding between repair, recover and replacement | A map of wet areas from infrared or capacitance scans, confirmed with core cuts |
| Maintenance program | Every roof, from the day it is installed | Scheduled visits, cleared drains, small repairs, and a log you can show a warranty holder |
| Leak response and repair | When water comes in | The source traced (not only the stain patched), a temporary seal if needed, then a permanent repair |
| Restoration coating | A dry, sound roof that is aging | A coating system that meets California’s cool-roof values when a large area is recoated |
| Recover or replacement | A roof at the end of its life | A written scope, permit, energy-code compliance, phased schedule and manufacturer warranty registration |
Why local knowledge matters: the rules change by city
The same repair can need a permit in one city and not in the next, which is where a company that works across the region earns its keep. A few examples from the areas NEMA Roofing covers:
- City of Oxnard: the city asks for a re-roof permit once a repair exceeds 40 square feet, or as soon as the work reaches below the roof covering into the underlayment or the structure.
- Unincorporated Santa Barbara County: roof repairs below 100 square feet within 12 months, and approved coatings, need no building permit from the county.
- Unincorporated Ventura County: the county building code’s list of exempt work has no exemption for reroofing or small roof repairs.
- Tarzana, Woodland Hills and Encino: these are neighborhoods of the City of Los Angeles, so the Los Angeles Department of Building and Safety issues the permits.
Statewide, the 2025 Energy Code’s cool-roof rule for nonresidential low-slope roofs (Title 24, Part 6, section 141.0(b)2B) applies once a replacement, recover or recoat covers more than half the roof or 2,000 square feet, whichever is less. A company doing commercial work every week should raise it before a product is chosen, not after.
Why a maintenance program is worth more than an emergency number
The U.S. Department of Defense roofing criteria (UFC 3-110-03) describe preventive maintenance as work done before a roof fails, including periodic inspections and the repairs they find, and note that good maintenance extends a roof’s service life and lowers its life-cycle cost. For a business, the practical result is control over timing: small repairs happen on a weekday morning, not during a storm over the sales floor. A good program should spell out:
- How many visits a year, and when (at least twice, plus after major storms).
- What each visit covers: drains, flashings, seams, edges, penetrations, rooftop equipment.
- Which small repairs are included, and how larger ones are quoted.
- The report format, with photos and a running log.
- How leaks between visits are handled, and who to call.
For the task list itself, see our commercial roof preventative maintenance checklist.
What to expect when a leak is reported
- Protect the inside first: move equipment and stock, contain the water, and note where and when it appears.
- The roofer traces the entry point on the roof, which is often some distance from the stain, because water runs along the deck and fasteners before it drips.
- A temporary seal stops water until a permanent repair can be made in dry conditions.
- The permanent repair is made with materials compatible with the existing roof and, on a roof under warranty, the manufacturer’s approved method.
- You get a short report of the cause, the repair and anything else found nearby.
How to judge the company itself
Check the state license (C-39 Roofing) and the insurance and bond listed with it, ask for references from buildings like yours, and ask which manufacturer warranties the company can register. Our guide on how to choose a commercial roofing contractor walks through each check. For NEMA Roofing: CSLB license #1083283 (C-39 Roofing and B General Building), bonded and insured, GAF Master Elite, Owens Corning Preferred Contractor and Polyglass Preferred Contractor, with 5.0 stars from 400+ Google reviews.
