Roof Replacement Cost and Pricing in Tarzana, California

Roof replacement pricing in Tarzana is built line by line: the covering and underlayment priced per square (100 square feet of roof), tear-off priced by the number of layers, deck repair priced per sheet once the old roof is off, plus flashing, ventilation and the Los Angeles Department of Building and Safety (LADBS) permit. You then pay it under a California home improvement contract, with a capped down payment and progress payments that may not run ahead of the work. For a written, itemized price for your roof, call NEMA Roofing at 818-528-6412.

How is a roof replacement price put together?

Most of the price comes from a handful of lines. Knowing how each one is measured lets you check the arithmetic and see where two quotes part ways.

LineUsually priced byWhat to check
Roof covering and underlaymentThe square, including a waste allowance for cuts at hips and valleysThe number of squares, the waste percentage, and the exact product and color
Tear-off and disposalThe square, per layer; heavy tile costs more to remove and haulHow many layers were counted or assumed
Deck repairThe sheet or square foot, after tear-offA stated unit price, not “as needed”

VentilationPer vent, or per foot of ridge ventIntake and exhaust both listed

Fixed price, allowance or unit price: which lines are which?

A single quote usually mixes three kinds of pricing, and each puts the risk on a different party:

  • Fixed price. The contractor carries the risk: the covering, underlayment and labor for the measured squares should not change once signed.
  • Unit price. You pay for the actual quantity. Deck repair is the usual example, because nobody can count rotted sheets until the old roof is off. The unit price is what you compare; the quantity comes later.
  • Allowance. A placeholder amount for something not yet chosen or measured, reconciled at the end. A low allowance can make a quote look cheaper than it will be.

Ask each bidder to mark which lines are fixed, which are unit-priced and which are allowances. Two totals mean little until you know that.

Why can two prices for the same Tarzana roof differ?

When quotes for one house are far apart, the gap usually comes from assumptions rather than markup:

  • Product that meets the city’s rules. Tarzana’s 91356 ZIP code is in climate zone 9, and replacing more than half of a home’s roof in the City of Los Angeles calls for a product certified by the Cool Roof Rating Council. A quote for a color without that rating is priced for a roof that may not pass.
  • Fire rating. By a state grid estimate, roughly 46 percent of the land in 91356 is mapped Very High Fire Hazard Severity Zone, where LADBS requires a Class A covering. One bidder may have priced a Class A assembly and another not.
  • Layers and tile. California’s residential code does not allow a new covering over two existing layers or over clay or cement tile, so a quote that assumes a recover on such a roof is not comparable.
  • Flashing. The same code requires rusted, damaged or deteriorated flashing and vents to be replaced; one quote may include new metal throughout while another reuses what it can.
  • Warranty. Manufacturers reserve their enhanced system warranties for contractors they certify, and some of those warranties add workmanship coverage. Ask which warranty each price includes by name.

How are payments scheduled under California law?

A roof replacement contract in California is a home improvement contract under Business and Professions Code section 7159, and the payment terms have to follow it:

  1. Down payment. Section 7159.5 limits it to 10 percent of the contract amount or a fixed dollar cap in that section, whichever is less.
  2. Progress payments. Each one is stated in dollars and cents and tied to a described phase of work, such as tear-off and dry-in. The contract must carry the notice that it is against the law for a contractor to collect payment for work not yet completed or materials not yet delivered.
  3. Lien releases. The contract must state that, once you pay for a portion of the work, the contractor gives you an unconditional release from potential lien claims for that portion before any further payment.
  4. Change orders. Extra work becomes part of the contract only through a written change order signed by both sides before that work starts. Hidden deck damage priced at the agreed unit price still goes on a signed change order.
  5. Final payment. Tie it to completion and the passed LADBS final inspection, which your contract can state.

The contract must also tell you that you can require the contractor to provide a performance and payment bond. How the estimate becomes that contract, step by step, is covered in how to get a roof replacement estimate in Tarzana.

How long does a quoted price hold?

Material prices move, so a quote normally states how long it is valid. Ask for that date in writing, whether the price is locked once you sign, and whether any line (often the covering) can change before the materials are ordered. If you are waiting for the dry months, it can help to sign early and schedule later with the price fixed.

Paying over time

If the price is more than you want to pay at once, compare the options in roof replacement financing options in Tarzana before signing, since the financing terms are separate from the contract price.
