Tear-off or re-cover?
California’s building code separates two ways of re-roofing. A roof replacement removes the existing covering, repairs any damaged substrate and installs a new covering. A roof recover installs a new covering over the existing one without removing it. A recover costs less up front, but it hides the deck, adds weight and leaves any trapped moisture in place. The code also rules a recover out in three cases: when the existing roof is water-soaked or too deteriorated to serve as a base, when it is slate, clay or cement tile, and when it already has two or more layers of roofing (California Building Code 2025, section 1512.3). Even where a recover is allowed, a full tear-off is the better choice on most homes here, because it is the only way to see and repair the decking and to renew the underlayment and flashing properly.

Rules your new roof has to meet
- Fire rating. In fire hazard severity zones the roof assembly must be Class A. Look your address up on the State Fire Marshal’s zone map before choosing a material.
- Cool roof. Under the 2025 Energy Code, in force since January 1, 2026, re-roofing a sloped roof on a house in climate zones 4 and 8 through 15 calls for a cool-rated product (aged solar reflectance of at least 0.20 and thermal emittance of at least 0.75, or a solar reflectance index of 16) unless an exception applies; a low-slope re-roof in zones 4 and 6 through 15 must reach 0.63 and 0.75 (or an index of 75). How a roof replacement runs
- Assessment and proposal. We inspect the roof and attic, measure, and check the fire and energy rules for the address. The proposal names the system, underlayment, flashing, ventilation and disposal.
- Tear-off. The old covering comes off down to the deck.
- Deck repair. Soft or damaged sheathing is replaced.
- Underlayment, flashing and ventilation, the parts that keep water out at valleys, walls and penetrations.
- The new covering, installed to the manufacturer’s instructions so the warranty applies.
- Clean-up, final walk-through and warranty registration.
What decides the cost of a new roof
We do not publish prices, because they depend on the house. The main factors: roof area and pitch, the number of valleys, chimneys, skylights and other details, the number of old layers to remove, how much decking needs replacing, the system and product line you choose, and any fire-rating or cool-roof requirement. When you compare proposals, line them up item by item; a lower total with thinner underlayment or no flashing work is not the same roof.
Roof replacement questions
Can I replace only part of my roof?
Sometimes, for example one worn slope or a flat section. Matching the old material and tying the new work into the old roof has to be done carefully, and depending on how much of the roof is redone, the Energy Code’s re-roof rules can apply to the new section.
