Commercial Roofing in Santa Barbara & Southern California
Professional commercial roofing solutions designed to protect your property, assets, and operations with durable systems and expert workmanship.
Commercial roofing in Santa Barbara is mostly flat and low-slope roofing: offices, shops, restaurants, warehouses, schools and apartment buildings whose roofs are covered with single-ply membrane, modified bitumen, built-up roofing, spray foam or metal. NEMA Roofing repairs, maintains and replaces commercial roofs in every county it serves, Los Angeles, Ventura, Santa Barbara, Riverside and San Bernardino, with five Google-verified locations in Santa Barbara, Oxnard, Woodland Hills, Tarzana and Downey. Call 866-631-3366 to schedule your free on-site assessment and receive a no-obligation proposal.
For a property manager or owner, the questions are usually the same: how long can this roof keep going, what will the next repair or re-roof involve, and what does California’s code require when the roof is redone. This page answers each of them.

Signs a commercial roof needs attention
- Leaks that return after each storm, or new stains on ceiling tiles.
- Water still standing on the roof two days after rain.
- Open seams, blisters, or membrane pulling away at parapets and curbs.
- Blocked drains and scuppers, or rust streaks below them.
- Loose or damaged flashing around rooftop units, vents and skylights.
- Soft spots underfoot that suggest wet insulation.
Commercial roof systems and what each one needs
| System | Common on | What to watch |
|---|---|---|
| TPO and PVC single-ply membranes | Offices, retail, warehouses | Heat-welded seams, punctures from foot traffic around rooftop units, perimeter securement |
| Modified bitumen | Small commercial and mixed-use buildings | Seam laps, surface cracking and granule loss, flashing at parapets |
| Built-up roofing (BUR) | Older commercial buildings | Blisters, bare spots where gravel has moved, flashing at edges |
| Spray polyurethane foam (SPF) | Irregular roofs with many penetrations | The protective coating, which must be renewed before the foam is exposed to the sun |
| Metal panels | Warehouses, agricultural and industrial buildings | Fasteners, laps, rust at cut edges; see metal roofing |
Whatever the system, the California Building Code (2025 edition, section 1507) requires built-up, modified bitumen, single-ply and spray foam roofs to have a design slope of at least 1/4 inch per foot for drainage, and it describes a properly drained roof as one that drains within 48 hours of rain. Ponding is a design problem, not only a maintenance one.

The cool-roof rule for commercial re-roofs
California’s Energy Code applies to commercial re-roofing in every climate zone. Under the 2025 code, in force since January 1, 2026, when more than 50 percent of a nonresidential low-slope roof, or more than 2,000 square feet, whichever is less, is replaced, re-covered or recoated, the new roofing product must have an aged solar reflectance of at least 0.63 and a thermal emittance of at least 0.75, or a solar reflectance index of at least 75. A lower reflectance is allowed only when the roof and ceiling assembly meets the code’s insulation limit instead.
In practice that means a white or light-colored cool-rated membrane or coating on most commercial re-roofs, and it is worth checking before you accept a bid that quotes a dark product. The product’s Cool Roof Rating Council label shows the values. Our cool roofing page explains the ratings.
Repair, restore or replace
- Repair when problems are local: a seam, a flashing detail, a puncture, a drain.
- Restore or re-cover when the membrane is worn across the roof but the insulation beneath is dry. A coating or a new layer over the existing roof can add years, but only over dry material, which has to be confirmed.
- Replace when insulation is wet over large areas, the roof already has several layers, or leaks keep appearing in new places.
For a building with tenants, a planned replacement in the dry months is almost always cheaper and less disruptive than emergency repairs through a wet winter.

A maintenance plan that prevents most leaks
Most commercial roof leaks start at the same few places, so a short checklist twice a year, and after major storms, catches most of them early:
- Clear drains, scuppers, gutters and downspouts.
- Walk the seams and the perimeter flashing.
- Check every curb, pipe, vent and skylight flashing.
- Look for damage from HVAC service and other rooftop foot traffic.
- Photograph and log what was found, so changes can be compared year to year.
See roof maintenance for what a scheduled visit covers, and flat roof repair for how individual leaks are traced and fixed.
How to compare commercial roofing bids
- Same scope. Tear-off or re-cover, insulation, cover board, membrane type and thickness, flashing and drain work should match line by line.
- Code items named. The cool-roof product and its rating, and the fire classification where the building is in a fire hazard severity zone.
- Warranty. Whether it is a manufacturer’s warranty, the contractor’s own, or both, and who registers it. NEMA is a GAF Master Elite contractor, an Owens Corning Preferred Contractor and a Polyglass Preferred Contractor, and each of those manufacturers issues its warranties through registered contractors.
- License. Check the contractor’s license on the Contractors State License Board website; NEMA’s is CSLB license #1083283, with the roofing (C-39) and general building (B) classifications.

Commercial roofing questions
Can a commercial roof be replaced while the building is open?
Usually, yes. The work is planned in sections so that each area is closed up at the end of the day, with access, noise and rooftop equipment coordinated with the building’s occupants.
Does a commercial re-roof need to be a cool roof?
For a low-slope roof, yes in every California climate zone once the work passes the size threshold described above, unless the insulation exception is used.
How often should a commercial roof be inspected?
Twice a year and after major storms is a sensible routine for most low-slope roofs, with the fall visit timed before the rainy season.
Do you work on commercial roofs in Ventura County?
Yes. NEMA serves Ventura, Oxnard, Camarillo, Thousand Oaks and the rest of Ventura County, as well as Santa Barbara, Los Angeles, Riverside and San Bernardino counties.

Reviews from Commercial RoofingClients
Business owners and property managers trust our commercial roofing services for dependable workmanship, clear communication, and long-lasting results. Here’s what clients say about working with our commercial roofing team.
EXCELLENT Based on 431 reviews Posted on Google Natalya SanchezTrustindex verifies that the original source of the review is Google. We got several quotes and Nema Roofing was the best. No games like a few guys we got estimates from before them who started with very high prices and then made phone calls to the "boss" to get us a different price. Nema Roofing gave us a fast, fair quote and a work list detailing the work we needed. Honest and relaxed and everything explained up front. That is what I was looking for and they delivered. We are so happy with the new roof. They did everything from demo to completion in 3 days on a house and garage. The team worked efficiently and left our yard clean. The new roof looks great and beyond expectations. I would happily refer this team to any friends or family looking to have some roofing work done.Posted on Google Beatrice LodiaTrustindex verifies that the original source of the review is Google. I would recommend NEMA for flat roof work after they did the one over my garage and ADU. I reached out to Adam a few months back and got about 4 other quotes too. He stood out from the rest because he made the pricing and scope very clear and said he would take care of the whole thing. Worried a lil bit about El Niño and didn’t want to save for a rainy day. The actual work took 3 days just like he told me. Day 1 they tore off the old roof, day 2 they dropped off supplies after the inspection, and day 3 they finished the roof. There was just one extra day for the final inspection and sign off.Posted on Google Alyson ZabalaTrustindex verifies that the original source of the review is Google. Knowing that the roof was installed properly and with care is so important when making this huge investment in your property. We are very happy with our decision to select Nema Roofing from all the vendors we met with. Mike and Melvin were a pleasure to work with, both very communicative throughout the project. They set clear and realistic expectations and completed the job within the estimated time frame. They followed up on all pending items, and a couple of weeks later, we received our manufacturer roof warranty. Soup to nuts service that I highly recommend. Thank you Nema Roofing!Posted on Google not kevinTrustindex verifies that the original source of the review is Google. After getting 9 quotes for a roof installation, I checked the BBB and only two companies were registered, one being Nema Roofing. When I compared materials and warranties, they offered the best value for the money, so I went with a full reroof. Adam handled the removal and reinstall of my 22 solar panels through a certified solar company so my warranty stayed intact. His guys also fixed the bowl in my flat roof and added proper slope for drainage. Professional, on time, beautiful work. I'll 1000% recommend them. Ask for Adam!Posted on Google Emily GomezTrustindex verifies that the original source of the review is Google. I noticed a neighbor getting a brand new commercial TPO roof installed on his property, and it looked sharp. I spoke with him about the crew, and he had nothing but great things to say about their work. Our own roofing job went just as smoothly. We ended up going with a sleek metal roofing installation, and the finished product looks incredible. Mike was our project manager, and he was fantastic from day one. He kept us fully informed throughout the entire process and whenever we had questions he always knew what to say and do. Nema is one of the best in the city!Posted on Google Aleen JivalagianTrustindex verifies that the original source of the review is Google. Nema ROOFING is a breath of fresh air in the sometimes unreliable world of roofing contractors. They replaced the underlayment and flashing on the tile roof on my 2,600 square foot house in Santa Barbara, set the clay tiles aside and then put them back without damage or problems. They added 3 attic vents at my request at minimal cost. They found a termite area and cause of a leak, showed me the condition and replaced the plywood. Melvin responded quickly to my calls and inquiries, explained things clearly, and his team did the work on time and a fair price! They know what they are doing.Posted on Google Jessica KhalilTrustindex verifies that the original source of the review is Google. Had a great experience getting our roof replaced with Adam and the crew at Nema Roofing. He made the whole process simple by taking care of all the city inspections and permits from start to finish. He kept us in the loop every step of the way and answered every question we had without rushing us. The crew always showed up right on time, paid close attention to detail, and did a thorough sweep of the yard and driveway so we didn’t find any random nails lying around afterwards. Working with them was completely stress free, and Adam made sure we were 100% happy with the work before finishing up.Posted on Google Le’Nora ClariceTrustindex verifies that the original source of the review is Google. This review is long overdue! Nema Roofing completed a new roof along with five skylights on my house 3 months ago! Mike and his crew did an excellent job on a difficult roof. One roofing contractor, who is highly rated online, turned it down because it was too steep! True!!! My roof has a lot of sharp angles requiring skill in cutting the shingles combined with, yes, the steep roof in putting the puzzle together. Mike is on the roof daily working alongside his crew who are skilled and hardworking. He replaced old composite shingles with the new black DaVinci shingles that improved the look of the house immensely. We are very happy with the finished roof and the process after working with them. I highly recommend you call him for any roofing matters.Posted on Google Jennifer VasquezTrustindex verifies that the original source of the review is Google. I am very pleased with the work done by Nema Roofing. Adam, Mike, Thomas, and the entire crew are hard working pros! I now realize what an incredibly complex job it is to coordinate all the repairs, discarding old materials, reroofing, acquiring permits and supplies and the whole time being respectful of my property. Adam walked me through the entire roofing process and answered all my questions. I recommend Nema to anyone looking for reliable, honest, fully licensed and insured professionals.
