How to choose a roofer in Santa Barbara comes down to five checks: a current California license with the C-39 roofing classification, workers’ compensation on file with the state, a business address and phone you can verify, experience with the roof type on your house, and a written bid that lines up item for item with the others. Then make sure the roofer knows which office issues the permit for your address. To talk to a licensed roofer, call NEMA Roofing at [805-977-5949](tel:805-977-5949).

## Step 1: Check the license on the state board’s site

The Contractors State License Board (CSLB) license lookup at cslb.ca.gov shows more than whether a license exists. Read these lines on the result page:

- **Status:** it should say the license is current and active.
- **Classification:** C-39 is the roofing license. A general building (B) license alone is a different trade.
- **Bond and workers’ compensation:** the CSLB requires every active C-39 roofing license to carry workers’ compensation insurance or a self-insurance certificate, whether or not the company has employees. Without it, an injury on your roof can become your problem.
- **Disciplinary history and address of record:** both appear on the license record.

The CSLB also advises asking the person who comes to bid for their pocket license and a photo ID, and checking that any salesperson is registered as a Home Improvement Salesperson. A license number printed on an ad or truck is required by law but does not prove the license is valid; look it up. For example, NEMA Roofing’s record under CSLB license #1083283 shows a current and active license with the C-39 roofing and B general building classifications, with the contractor’s bond and workers’ compensation on file.

## Step 2: Know who issues the permit for your address

“Santa Barbara” on an envelope can mean several building departments, and a roofer who works the area should know which one applies:

| Where the house is | Permit office | What to know |
| --- | --- | --- |
| City of Santa Barbara | City Building & Safety Division, 630 Garden Street | Its inspectors check work against the approved plans, design review details and conditions |
| Montecito and other unincorporated areas | Santa Barbara County Building & Safety | Roof repairs under 100 square feet within twelve months need no building permit. The Montecito Board of Architectural Review does not list reroofing as exempt and reviews building colors and materials, so ask about a change of roof material or color before you order it |
| Goleta | City of Goleta Building and Safety Division | Goleta is its own city with its own counter |
| Carpinteria | City of Carpinteria Building Division | A reroof needs a permit; only small coating patch repairs under 40 square feet do not |

A roofer who suggests skipping a required permit is also skipping the inspection that protects you.

## Step 3: Ask about the roof you actually have

Good questions tell you quickly whether a roofer knows local roofs:

- **Clay or concrete tile:** “Will you reuse my tiles?” The 2025 California Building Code (section 1512.4) allows existing clay or cement tile to be reinstalled, but not damaged, cracked or broken pieces, so ask how matching replacements are found (more on [tile roofing](https://nemaroofing.com/our-services/tile-roofing/)).
- **Flat roof:** “Does the new surface meet the cool roof values?” The Santa Barbara ZIP codes (93101 to 93111) are in California climate zone 6, where replacing more than half of a home’s low-slope roof calls for a cool roof product unless an exception applies.
- **Metal near the ocean:** “Which metal will you use for flashing and fasteners?” Mixing dissimilar metals speeds corrosion in salt air.
- **Any roof:** “Will you go into the attic?” Many leaks and ventilation problems show only from inside.

## Step 4: Compare bids on the same scope

The CSLB recommends getting at least three written bids on identical plans, specifications and scope, and warns that a bid far below the others usually means a mistake or missing work. Line the bids up side by side and check that each covers tear-off and disposal, deck repair (priced per sheet or per foot), underlayment, flashing and vents, the permit, cleanup, and the warranty terms in writing. If one bid leaves an item out, ask for it before you compare the totals.

## Step 5: Read reviews for the details

A star rating tells you little on its own. Look for reviews that describe workmanship, cleanup, how the roofer handled a problem, and whether they came back when called. Check that the business has a real address and phone, since, as the CSLB points out, a contractor who is hard to find is hard to bring back for a warranty repair. NEMA Roofing holds 5.0 stars from 400+ Google reviews on its Santa Barbara profile.
