**Roof replacement cost per square foot in Tarzana, California depends on what each square foot includes: the roof covering, tearing off the old layers, deck repair, flashing and vents, and three City of Los Angeles rules (the LADBS reroof permit, the cool-roof requirement for climate zone 9, and a Class A covering in the Very High fire zones that cover much of ZIP 91356).** We do not publish a per-foot number because it only means something once the product and the roof’s condition are known. For a written estimate with a per-square price, call NEMA Roofing at [818-528-6412](tel:818-528-6412).

## What does “per square foot” measure on a roof?

It should measure the roof’s surface, not the house’s floor area. A sloped roof with overhangs has more surface than the floor below it, so the same total price divided by floor area gives a higher-looking rate than the same total divided by roof area. Roofers usually quote by the square, which is 100 square feet of roof surface; a per-square price divided by 100 is the per-square-foot price.

Before comparing rates, make sure both quotes use the same area. Some count only the measured roof; others add a cutting-waste allowance. Our [Tarzana roof size calculator](https://nemaroofing.com/roofing-replacement/roof-replacement-cost-calculator-for-tarzana-california/) shows how to measure the area and apply the pitch factor.

## What is inside the rate, and what is priced separately?

A per-square-foot rate is only comparable when you know what it covers. This split is common, but every quote draws the line in its own place:

| Usually inside the per-square rate | Often a line item or unit price |
| --- | --- |
| Tear-off of one layer and haul-away | Each extra layer found under the top one |
| Underlayment for the chosen product | Replacement deck, priced per sheet or per square foot |
| Roof covering, starter and ridge | New skylights, or reflashing existing ones |
| Drip edge and standard pipe flashings | Chimney flashing and a cricket behind a wide chimney |
| Standard roof vents | Added vents or a ridge vent conversion |
| Cleanup and nail sweep | Fascia and rafter-tail repair, gutters, solar removal and reinstall |

If one quote folds items from the right column into its rate and another lists them separately, the second can look cheaper per foot and end up costing more.

## Why is the rate higher on some Tarzana roofs?

- **Small roofs.** The permit, the dumpster, delivery and setup cost about the same on a small roof as on a large one, so they add more per square foot when spread over fewer squares.
- **Steep and hillside roofs.** Steep pitches and two-story eaves need more safety setup, and homes on the sloped lots in the hills south of Ventura Boulevard can have tight access for trucks and dumpsters; both slow the work.
- **Older houses.** In ZIP 91356 the median home was built in 1973 and about 78 percent of housing units predate 1980 (Census ACS 2024 estimates). A house that age has usually been reroofed before, so extra layers, tired deck boards and older roof-to-wall flashing are common finds at tear-off.
- **Tile.** Resetting sound clay or concrete tile on new underlayment is a different job from installing new tile, with different handling and breakage allowances, so the two are priced differently.
- **Heat.** The NOAA station at Pierce College, about 2 kilometers from Tarzana, averages 115 days a year at 90°F or hotter and about 35 at 100°F or hotter (1991 to 2020 normals). Underlayment rated for that heat and a working attic vent path are part of a sound scope, and they show up in the rate.

## Which Tarzana rules change the per-square-foot figure?

Tarzana is a neighborhood of the City of Los Angeles, so the Los Angeles Department of Building and Safety (LADBS) issues the reroof permit.

- **Permit path.** LADBS issues an Express Permit, with no plan check, for reroofing with a Class A or B covering that weighs under 6 pounds per square foot over solid sheathing. A heavier covering falls outside that path. Removing tile, laying new underlayment and resetting the same tile also qualifies as an Express Permit.
- **Cool roof.** ZIP 91356 is in California climate zone 9. When more than half of a steep roof is replaced, the 2025 energy code calls for an aged solar reflectance of at least 0.20 and thermal emittance of at least 0.75 (or an SRI of 16) unless an exception applies, and LADBS asks for a Cool Roof Rating Council certified product on a house roof replacement over 50 percent. The tile-reset Express Permit scope is exempt from the cool-roof requirement. A rated color can narrow the product choice and change the rate.
- **Fire zone.** About 46 percent of the land in ZIP 91356 is mapped Very High Fire Hazard Severity Zone (grid estimate from the CAL FIRE 2024 and 2025 maps), where LADBS requires a Class A roof covering. The Class A assembly, including its underlayment, is part of the per-square price.

## How do you compare two per-square-foot quotes?

1. Divide each total by the same roof area (measured roof squares, not floor area).
2. Move every item into one of the two columns in the table above, then compare only the rates that cover the same work.
3. Compare the unit prices for deck repair and extra layers side by side; they decide the final bill when the roof opens up.
4. Check that both quote the same product line, color rating and fire class.
5. Check that both include the LADBS permit and final inspection.
